Biography
Jean-Luc Moner-Banet joined the Loterie Romande in 1998, where he was responsible for developing Tactilo, the first electronic lottery in Europe.
He became the deputy general manager of the Loterie Romande in 2001. In 2006, after obtaining a Master of Public Administration (MPA) from the IDHEAP at the University of Lausanne, he joined GTech as Director of Development for Europe.
On January 1, 2007, he was appointed director general of the Loterie Romande. Specialist in sports betting, he developed during his mandate the computerization of the PMU romand, as well as electronic lottery games and the digitalization of the company. Under his leadership, Switzerland joins the Euro Millions community. He is leading the French-speaking Loterie Romande in developing a digital offering, notably through the launch of its online gaming platform in 2010 and its first smartphone gaming app in 2011. He is also working on the modernization of the sports betting offer.
In addition to his activities within the Loterie Romande, Jean-Luc Moner-Banet was able to assert himself as an essential figure on the European scene by integrating several regulatory institutions. As a member of the Strategic Committee of the Association of European Lotteries and then Chairman of the Sports Committee, he has used his expertise to strengthen industry standards and practices at the European level.
Moner-Banet was also elected president of the World Lottery Association (WLA) between 2012 and 2018, during which time he worked to promote integrity in global lotteries. Under his chairmanship, initiatives were launched to encourage transparency and prevent fraudulent practices. It is a major contribution to the public’s confidence in gambling.
Its commitment to regulation was also reflected in its participation in the comprehensive overhaul of the legislative framework governing the gambling market in Switzerland. This new law, which was voted in by the people in 2018, marked a crucial turning point for an industry that had long been viewed with suspicion and placed integrity at the heart of gaming management.
